The first objective is "taking materials from the nonsaleable category to a saleable category by proper handling," says Mr. de Koning. The second objective is "increasing the value of saleable seconds." Material usually is bought on a continuing basis: producers ship to Phoenix at their convenience, providing savings in space and money. Phoenix also buys spot lots when available.
